To astronomically raise the upkeep per plot, or any other way to drive out small towns, simply because they’re small, is not the answer.

So the answer to this is to forget abotu plot upkeep then letting ANY town get a big as they link for "no PLOT upkeep" but change the towny settings to the "RESIDENT UPKEEP" method.
So charge towns upkeep PER PLAYER I suggest 1,000 per player per day!It would take you 38 days to get the 150k to start a new town from voting alone.
The rest of the meebles “from voting” are from player to player interactions that introduce absolutely 0 meebles to the economy.

Partially true... From voting ALONE a new player can get ~150k in 10 days or less easy! (yes you are correct only 4k per day is from NEW and 14k is from EXISTING)
What prevents a player, who would rather not grind that much, just jumping to another server anyway?

Fake News! This is not the sole problem, though it is currently a key factor, the PROBLEM is the poor eco controls (or lack of) in place on the server.
