Towny Mobs

    Make it so that the mob spawn in Towny would be set to off by default.
    This would mean that every single chunk in towny will not spawn any mobs at all unless it is claimed and mob spawn is toggled manually by mayors.

    Pros:
    - Performance (There will be no random mobs in unclaimed chunk/caves)
    - Mobcap is free (unless people use those spawner grinders)
    - Actually gives /t toggle mobs a purpose.
    - Makes natural grinders usable during peek hours (Guardian farms, Slime farms, and many more)

    Cons:
    - Less challenging to traverse Towny world
    - No mob spawn in nether/end (hopefully it can only be implemented in the Overworld or allow us to claim in those dimensions too)

    I don't actually believe that having this sort of setup would remove the "challenge" in traversing Overworld. We already have /t spawn, /rtp, and even Meepmap. Finding that place you want to setup your new town is already easy and by the time you're starting a new town, you'd most likely have a diamond god set which pretty much removes the threat from random mobs.

    We could instead make sure mobs are on but they only spawn behind you within a 2 block distance each mob has 200 hearts and creepers have half a second fuse time.
