Monkey-Alex is right. The team accepts ALL ranks, but as you must've noticed from your extensive time on the serever, the higher your rank, the more noticeable you are. Generally people that are well-known to the community are accepted more than those who aren't.
Now on to your app,
There weren't many mistakes, which is very pleasing to see knowing your age. Which by the way, is not a deal-breaker. Your maturity matters much more than your age.
You didn't give a lot of depth in your "Why" and "Weaknesses" sections in my opinion. You could've given more detail as to why you should be accepted over everyone else who applies.
Personally I have sen you once or twice in-game, but not on TeamSpeak or the forums.
Maybe try and get a bit more active and I'll give a +1.
