Joking about anything is perfectly fine. If someone is uncomfortable with the topic, they can remove themselves from the conversation. If no one speaks up, obviously they don't have a large enough problem with it to do something about it (also, one can remove themselves from the situation).

I guess a line could be drawn where feelings start getting really hurt - i.e. someone's parent just passed away, no time to build a psychological defense, and people are making your mom jokes or such.

A line a lot of people draw - slightly... off-topic, but I find it relevant (please correct me if I'm wrong), - is at use of words/jokes like 'retard'.
Personally, I see no issue with this, because languages evolve and retard was just a common phrase meaning stupid when I grew up. My brother and I joked back and forth about how retarded the other one was. To us, it meant stupid. To some, it was the end of the world because we were obviously ablest and totally using that meaning of the word.
I feel the same about jokes. I find dark humor really funny, I giggle at Holocaust jokes. I think it's honestly super-subjective whether something is 'okay' to joke about or not. I have short thumbs, everyone jokes about it. It used to be an insecurity of mine, but now that everyone laughs about it, I do too. I make a point of it, because I know they aren't laughing at me, they're laughing at the fact that my "thumbs ARE SO SMOL AND CUTE". It lightens the day.

Days that don't need to be lightened, or times you should be respectful, i.e. funerals, memorials, obviously jokes aren't okay.

But you asked about content of jokes being okay?

content vs. timing. Joking about anything is okay, content-wise, but making your mom jokes to someone who just had their mom die is not.
