I must say, this is far from a bad idea, and I agree things like shulker boxes especially should be protected from it. The only issue I see is actually implementing it, because the way all clearlag plugins work, they delete item entities on the ground. We'd need to have some kind of system to detect entity types run to determine if it is a protected item or not, which could cause lag.
Like I said, I don't think it's a bad idea, but it could be a hassle to implement.
