    This idea I can +1
Only flaw with it is adding on to the rules. Messing with moderation and such.

+1. Each plot costs 1000 meebles. If you want to make money from your town you have to make the tax really high. Making tax high is not fair to the players, but it is not easy to make money if you must have a plot for each resident. +1

This is denied, the reason being while you may have a point this is not the most efficient way to do it, it is indeed the most effective. There is no excuse for not allowing each resident to have a plot. When a new player joins towns, their staying highly depends on the welcome they get. If a new player is welcomed into a town, given a plot, and welcomed and nurtured by a friendly, helpful town staff chances are they will begin to make friends, stay, and potentially donate. In comparison, a newbie that joins a town, is lost, has no plot, and has no idea how to get one tends to lead them to disconnect shortly after.

Towns are expensive, towns are not profitable, this is how it has always been. When running a town, you should assume you're going to be losing money off it, because the function the town provides is to grow communities, not to profit. Fair is fair, if you have a resident, you better be able to plot them. If you have 500 residents and 300 plots, that simply isn't a possibility.
