Upon its release, Minecraft 1.13 was incompatible with worlds generated prior to 1.13.0. When attempting to update, the world would experience complete data corruption and be irreparable. It has only been within the last month that Spigot (the primary server software) has been made relatively safe to update. This means we've only been able to really work towards updating within the last month.
Minecraft 1.13 is an enormous update for server software due to the implementation of the new item ID system. In Minecraft 1.12.2 and below, every item was assigned a numerical value. This was a limited amount of items that was hit in 1.12's release. To allow for more items to continue to be added, a new item ID system was created that eliminates the numerical system. This has caused numerous issues with the majority of plugins. To make themselves compatible, Spigot released a new material API that any plugin designed prior to 1.13's release is not compatible with. Essentially every plugin must be built from the ground up again.
Regardless, we are working to make sure Meepcraft updates to Minecraft 1.13 as soon as possible. @LordInateur has been working constantly over the last few months in preparation. However, we do not plan to update until certain it will occur without issue to preserve the hard work every user has put into the server.
