50% extra fishing xp rod not working anymore

My +50% xp fishing rod stopped working suddenly. I can still use it to catch fish, but I no longer get the exra xp.
I also keep getting the error message"you don't have required permissions for this item" when i tried to buy a new one.

I was fishing in towny. I had tried it an hour ago, loged out, and tried again 5 minutes ago.
I am level 105 fisherman and have more than enough points to purchase the fishing rod.

Is this something to do with recent jobs revamp?
