+1 on stone tools and food.
-1 on armor (don't want to see a flood of brown steves running around spawn)

I remember when I joined meep for the first time it took me days if not a week to find a town to join and figure out what's what. Sure you don't die of hunger but it's really annoying slowly losing your health to half a heart and dying if walking over a seemingly innocent ledge in wild somewhere. Everybody hates punching trees to get started and a basic stone kit will get you up to speed in no time. Most newbies won't know about the admin shop or how to operate it tbh. And even if they did the overpriced items might convince them to try and make it on their own. Most players that shout for help in /g asking where to get stuff or where to start are referred to /warp wild so having a basic kit will help them a lot. These items are wothless and giving them to NEW players only won't hurt. People dropping them would be if anybody got them every time they visit spawn which would be annoying as hell.

What used to happen is that after you completed the tutorial quiz, you clicked a sign that gave these to you. Why not do it like that again, so that it's even more incentive to do the tutorial?

A lot of servers have this kind of "starting pack". I really like it and when I first joined I was surprised I got nothing but a guide.
I agree with hardegat, not armor. Tools, food, and maybe a little less money are a total yes.
I think 1,500 meebles should be appropriate. If they want more quickly, they can do the tutorial and become familiar with the server.
