If we're going to have to make it a donor perk, I'd say Exclusive. It doesn't come with much more than /heal (that is used frequently), and $40 is about that amount of money where a player begins to show their devotion to the server. Perhaps I'm wrong here, but I don't feel it should be too high of a donor perk as it's nothing one can't find in a survival world.
A price point for it? Hmm. My opinion is that 75k-150k would be good for it, as it's not terribly easy to find and an end portal is expensive to buy if you don't want to find it. Since the dragon head can also only be found on end ships, it might be upwards of 10k.
Nothing else should really cost a substantial amount of money. Frost Walker may have some value.
