Stackable (filled) buckets and wither heads in sb

I am suggesting for the whole wide server (including towns and skyblock) to be able to stack filled buckets. These would include water buckets, lava buckets, and milk buckets (I believe those are the only things that can fill buckets). This would really help people like me who make a lot of machines and dispensers that all need filled with water buckets. It is annoying to have to take 3 trips to a build to fill another 81 dispensers.

The second half of my suggestion is that either skulls be added to the /is ms for 7500-10000 per head. This would easily take 22-30k out of the eco for people looking for a beacon in skyblock. THIS PART OF THE SUGGESTION IS ONLY FOR SKYBLOCK. Please do not get confused
