    Basically, it's just like a small box where you can chat to others on the forums instead of in game or posting on their profile page.

    As for op:
    It would be really hard for staff to moderate the shout box.

    I'm not sure why this is needed. You can get a group PM or just comment on the threads that are already there or make a new one, get on TS or got IG. There's plenty of means of communication already.
