    Anybody can view a /t set board. I think he means he wants a sort of 'board' only residents can see.

    I remember as being a mayor there were a couple of times I wanted to be able to send a mail to all of my residents regarding things like taxes, new features in the town, asking their feedback etc. Things that are not to be public via /t set board and as mentioned more effective/noticeable than /t set board. People quickly get used to the town board being the same for long periods of time that they don't notice when it changes.

    Also, I can't remember the last time I personally actually read ANY town's board after spawning there for whatever reason...
