Make phantoms spawn

    My suggestion is very simple: just make phantoms spawn in /warp resource

    Reasons are:

    - Increase the difficulty in acquiring resources so item prices will not drop slower
    - Phantom membranes will be available again, which is used to fix elytras and making potions

    *If making /warp resource too easy then people will get what they want very easily and get bored and leave the server very soon.
