Laser and Boomo adjustment

Until we get lots of players playing, it might be nice to have a limited number of arenas available. For example, in Laser, there are 16 arenas possible. This means the first two players to join end up playing alone, whereas we could offer a longer time before starting game to try to get more players involved. Laser is awesome game if the number of players is high enough.

Maybe drop from 16 arenas to 2??

Not sure the number available on boomo so not sure if this would work there also.
