Allow the /tr Chat in-game on Infected

I found this "bug" or lack of feature on Infected, where you cannot use /tr chat inside a match, but you CAN use it in the lobby of infected. I thought it would be a cool feature to add even though it has to be added since we can't advertise /pwarps or any other thing in-game.
