    rather than taking /fly away why don't you allow all users to /fly???

    it would make literally everyone happy and would not harm the economy, plus you'll be able to appease the Very Angry League of Ults (or i guess Legends now)

    -1, Ultimates were very lucky to have fly in the first place. Fly is technically shown as an administrator command.
    Not only that, but it would take away a part of Minecraft itself. Everyone would be able to travel faster, and getting there is half the battle.

    Everybody gets /fly in spawn? Creates no advantage at all, just gives players the oppritunity to explore the huge spawn we have easier.

    You could have it where you get "/fly tickets". A /fly ticket would allow you to fly for a small amount of time (5 minutes maybe?). Cits would start out with 1 /fly ticket per day. Each increasing rank would give you an additional /fly ticket per day. Supremes and Ultimates would get unlimited /fly tickets per day. The tickets would not stack and would reset at 12 am every day. Additional /fly tickets would be available for purchase at 25k per ticket. This would be a great solution as everyone would have /fly, but it would also give an incentive to get a better rank!

    I've always wanted to use /fly to better explore the spawn, and I believe this would give the architects some more incentives to work on out-of-view places as well as give the players a better appreciation for it.

    That brings us back to the EULA issue. This would break the EULA because ranks don't have to pay as much giving them advantage. :/
