Replace shout tax with shout cooldown

Right now, as you all most likely know, if you use /g or /shout 3 times in a period of something like 5-10 seconds (don't remember exactly), you are charged 100 meebles. Nearly everyone complains about the fee, but it's necessary to stop spam. Instead, I propose replacing the tax with a cooldown of 3-5 seconds if someone posts more than 3 times in 5-10 seconds. Here's an example:
Current system
MooperDecals: hi guys
MooperDecals: im back
MooperDecals: whats up
-100 Meebles
[waits a few seconds]
MooperDecals: hello?

Proposed system
SmClue3kx: hey guys
SmClue3kx: im back
SmClue3kx: did anyone else crash?
Too fast! (3-5 second cooldown)
[can't message again for 3-5 seconds]
SmClue3kx: just me?

3 seconds sounds too short but if the chat is moving at a moderate pace it would be sufficient.
The amount of messages before tax/cooldown could also be changed to 4 or higher, which may be enough to satisfy the complainers.

At this time, We have way to many things to worry about to be mucking with this plugin. The -100 meebles is incentive to slow down enough.

 

Trust me, 3 seconds is a lot. This would be 10 times more annoying than the shout filter. Granted, I think the shout filter is stupid and doesn't prevent spam at all. I do like the limit being changed to 4-5.
but -1. The filter is stupid in of itself, but this would make it worse for the people that don't spam.
Don't annoy the majority due to a few.
