Dumb Mobs

Several people complained about the dumb Mobs Plugin but i think we all see the Necessity of it. So I would suggest to add a Step in the spawning of Mobs by spawners, like it does for different parameters, to determine whether the spawner spawns normal or dumb mobs. It would Check its surroundings for spawners in a 2x2/3x3 area and if theres none a group of normal Mobs is spawned. This would still prevent lag from the Mob calculations in larger numbers and give spawners their "danger" in Single numbers back.
