I agree every resident should be entitled to at the very least one plot, however this is not the way to do it. Town plots aren't exclusively for residents, spawn plots, roads, public grinders etc. Many towns have enough plots per resident yet more than half are plotless, so either think of a new rule for this or remove the rule all together.

I think this is a personal town rule not a server rule.
EDIT: After re-reading this yes you should have to accommodate every resident, and if you can't don't accept them just to drain them of 1000 meebles a day. Too many noobs get swindled.

This is a serious flaw in the rule. What if we could add a plug-in where you can assign a plot to a resident?
Also, more problems for Horneburg. >:D

Every resident should have a plot, period.
I've never once encountered someone that wanted to pay taxes, without having a place to build.
    Nobody wants that.

Yes I agree, each resident should have at least 1 plot but some people are unresponsive no matter what you do and towny owners are confused by what to do. Should towny owners kick someone from the town beacause they are unresponsive and don't accept a plot?

What rule are you even talking about? Cuase if you are refering to this one, you do not understand it right, and i would suggust to read it again: http://meepcraft.com/threads/towny-policy-change-effective-11-15-14.35818/

If not that rule then please link it for the rest of us know what your talking about?

Ok so what part of: this rule doesn't work don't you understand? Your town is 800 plots or so, you have 800 residents, however, out of those 800 residents, I bet not even half have their own plot, that's why I want to change this rule, it doesn't guarantee each resident gets a plot, instead all it's going is forcing mayors to just buy more plots.

No, that is why YOU need to read it again! I understand it perfectly. If you have 800 members "that rule" only required you to have 800 plots PERIOD! Examples are clearly given in that thread! Go check it again. But yes, i agree with your, that does not count the roads, and stuff so you would really need 1000 plots for 800 residents "realistically" but that is NOT what the rule states!

I don't agree with the rule, that's why this thread suggests changing it in the first place, otherwise I wouldn't bother.

They can't tell you how many "extra" plots to have they can only tell you how many "total" to have. That is why the rule is written as such.

What about, along with the current rule, if a resident doesn't have a plot and asks for one you must give them one.

i do agree with what you are arguing for, its hard to enforce having "enough open plots" especially in a inviteless-join town though.

perhaps we should just add a few words to the rules that state if staff get X number of complaints from residents about being homeless within Y timeframe then Z punishments are exacted upon the mayor.

or perhaps we could modify the existing towny plugin to allow mayors to properly assign plots to citizens
(there are several occasions where the citizen will log off after joining the town, d/c, any number of reasons)

    /plot set owner <ign> {ign must match data in /t list or return error}

This can be used to drain money faster--by using /plot set owner and jacking up the plot tax, the problem will be compounded.

As to the complaints, that's fine, as long as it's proportional to the population of the town. It wouldn't be fair if Hornemans (example) with 800 residents, got 5 complaints, but a town with 7 residents got 4 complaints, and then Hornemans got in trouble.

This just complicates things too much. As Metronome stated, it would have to be % based then hard numbers be fair. Also there should be some sorty of system in place first so they cant go starit to a /modreq about not having a plot! I mean you can /mail them 1000 times and have COMPLETE instructions at the /t spawn on how to do it, if they don't listen to you who's fault is it really?
This would be GREAT! or some kind of AUTOplot function that assigns them a random plot that is set fs or something.
Not EVERYTHING is about the money! You might do this since it seems to be the first thing on your mind in almost every post you make, but some people don't care about that!

Remember the 1 week tax rule. Also, I personally think you should be able to see plot taxes and shop taxes etc. in /t
