For the record, I did see EniBeast's thread on the issue, and tried that command. In all worlds it says: "You may not toggle a feature to which you do not have access". This is probably not so much as a bug but rather a permissions issue. I am a level 44 digger, and the perk unlocks at level 25. I also tried multiple variations of /vm toggle to only get the same message.
