Seeing as both California fires and Florida algae blooms are state issues, both issues should be possible to deal with at the same time.
I would also like to point out that though the video and many of the Youtube comments blame the dam, the real issue comes from the fertilizer. Large quantities of phosphorus should not be thrown into the natural ecosystem. The surrounding farms ought to be responsible to clean up the water they are allowing to enter the lake/dam.
