The problem is that mayors and staff have to start taxing their residents, which would be good if it weren't for the fact that you have to warn players in a 7 day/14 day period. You'd have large towns crashing when they could do nothing about it.

The rule will be waived for 7 days during this process (obvious choice) or just put up the sign and start taxing them now (common sense choice)!
In a couple days Aurora Detroit FlavorTown Theon and Braveheart would be gone

No big loss..... if they are "good" towns (or have good mayors) they will survive!
An economy where the only ways to make money are not enjoyable is the surefire way for the server to die.

Correct, we need to make it easier and more "fun" to make money, while making sure money is used properly in towny by taxes (or rare items to be bought in the admin shop that people actually use or are fun).
