Info: New town rank

Rank info: Town rank for individuals not a part of your town

Rank power: This rank will give its recipient temporary privileges in another persons town, equivalent to a builder. They can build, destroy, mine and create.

Why?: Lots of towns are in desperate need of workers. However, hiring and resetting plot privileges can prove to be a hassle for a large town. Introducing a new rank for non-town residents can ease this. Contractors assume all builder privileges for a temporary period of time. For instance, if user BOBBBB wanted to hire someone to renovate his roads and spawn, resetting plot privileges would take forever. If the person he wants to hire cannot leave their town, BOBBBB may not be able to use their services. However, contractors would fix this.

Interesting concept, for sure. Implementation would be a pain, most likely, but it'd be a good idea to save for a rainy day, in my opinion.
