Here are some random ideas I came up with while eating a Maxibon. Some are good, some are bad. You decide :D
/treq
or..
/tassist
This would be like a modreq but for town activities. For example, a resident may launch a /treq about them losing their plot. Town staff will be alerted and one will take the case. This is to simplify the process of town resolution and make sorting out issues quicker and more convenient. For example, a resident will not have to mail every staff member in the town, just do a /treq and the person who comes on the soonest takes the case.
/treq is an option for organisation.
/tbackup
/tbackup can be used for a town that may not be that active. This means that when the town falls, its backup town will take over duties. For example, if Moria fell and its backup was Athens, Athens would take over. Both parties would have to agree however and to prevent abuse, a payment of 3k per res(of the backup town) must be made. This will prevent residents from losing their plots.
/t probation
Instead of kicking a player from a town, probation could be an option. This means that the town resident will only be allowed to work on their plot/s. They will not be allowed to use town chat nor access other areas of the town. Basically, they will be muted and if possible, invisible to other players.
/t sell
This would kill techs but ill do it anyway. How about the possibility for one town to buy another and overtake its assets?
Autonomous outposts
We could have outposts that have a mayor but are owned by the main town. The main town mayor can shut down the outpost but all residents, plots and stuff will be managed by the outpost independently.
Town roads as a plot type
Kinda a stupid idea I know, but a plot type of roads could have benefits. For example, it would kinda look nicer and add additional functionality. For example, switch and itemuse could be enabled for waterways/train systems.
/rent
If a player is going to be absent from meep, they can rent their plot. The renter cannot destroy/build on the plot but can use chests. This could give an inn functionality.
Relieving Mayor
If a mayor knows he will be offline for a while, there could be a relieving mayor.
/plot clear
Could clear a plot to its original state prior to it being owned. For example, if the plot is a prebuild, u sell it and then a res griefs it, you can revert it back to the the condition it was before it was sold.

Town roads as a plot type
Marshy_88 suggests that road plot types cannot be bought/sold and have no town tax.
