Personally, I believe that the number of keys should = number of votes, with a slight nerfing of the prizes themselves (not the chances of getting prizes) such as lowering the enchantments for the vote tools/armor, as I stated above.

Yeah, when I played Meep in like 2014-15 I believe it was 6k when you vote, cause they had 6 voting sites and I think you found the 2 they removed

Adding vote links wouldn't take that much time, and while adding more would require some changes to be made, it wouldn't be too hard to accomplish.

Also, considering that the server has been EULA compliant for quite some time now, it's just a matter of waiting until it happens I guess.
