I really like this idea. Kudos to the originator. Definitely leaves a lot more room for customization of taxes and so on.

to sort of update my opinion on this, I think VIPs and recruiters should be taxed.
In my town Athens, we have a staff only neighborhood, and only assistant+ are allowed to live there. since VIPs and recruiters don't live there, it would be equal to saying recruiters and below should get taxed.

because then they'll get taxed...
also that should be 100% mayor and co-mayor's decisions, you aren't some hotshot, you're an assistant of a medium sized town lol

Wait... If a mayor can't pay tax, would they be auto kicked from a town? Surely that needs to be addressed. If there are no kick consequences I think it's a great idea.
