Although I don't have an opinion either way; I've actually helped a few players with general meep stuff via Google Translate while I was staff and there was never an issue. The issue being presented seems moot. The complaint is that "someone may swear and nobody knows it's a swear word so they will keep doing it". However, if nobody knows it's a swear word then it seemingly does no harm. Of someone calls me insulting names in Mandarin, although it's against the rules to swear, I won't be affected because I don't know Mandarin: I'll just see a bunch of lines and laugh. If someone where swearing and a player did happen to know the languahe, and it affects them, most likely they will report it and a staff will use the common sense to verify the report via Google and then they can issue an appropriate punishment (while also letting the player know the rules in their selected language)
In summary I don't see how anyone will be majority affected by a swear word that they don't know is a swear word.
I would probably agree on not having lengthy conversations in another language on Global chat. But someone speaking in Global in another language shouldn't necessarily be a cause for an infraction. When it happened to me it was just some kids that needed genuine server help; Its not their fault they don't know English and still want to play.
