toggle for world and local chat, they can be worse than global sometimes

Options -> Chat Settings -> Chat:Hidden

@Kling has a point. If its that much of an issue, jut block off chat as a whole.

I can agree with wtoggle, but if local really has an issue I think @Kling 's suggestion would be the best way.

Along with the other chats, this will be pending development.
