Bug: Horse/Donkey breeding in towns

Summary of Bug: Every time i breed a horse-horse or horse-donkey, it doent work. I get the exp, but no baby

Evidence of Bug:

Additional information: Me and Vampire Man did some testing and here's what we got

Will have a baby in towny wild
Wont have a baby in any of my plots
All mobs wount have babies in my plots
Did have a baby out of my plot
Didnt even if I /t unclaim or /plot unclaim
Didnt work after /t toggle mobs and /plot toggle mobs on
Didnt get babys at one of Vamps plot either

Marked as pending.Are you by chance breeding them below-ground? Some other players have been having similar issues, and it only worked when they were breeding above-ground for some reason.

I am breeding above ground. I have to be out of any plots owned by me, even then it dosent always workI also just noticed that when it doesnt work, you only get minecraft exp, not /jobs exp
