Based on your app alone:
Work ethic - This one is hit or miss. Sometimes I can be lazy and do absolutely nothing and other times I can be up to speed and get a lot done. At the end of the day all my work gets done no matter how lazy I want to be.

This line in particular worries me, because this isn't how being staff works. You don't just get to be lazy when you want and do work when you want; staff work is time sensitive. If you don't do it, someone else will, and then you end up doing nothing. You can't just decide when you want to work as a staff member and when you don't.
Politics - This is something I have tried so hard to work on. If politics get brought up nine times out of ten I am in the debate. I will try to move this to forums only and keep it clean when doing so.

If it's still an issue, that's the problem - if I, who haven't been back very long, can still see you bringing up politics in shout, that's a problem. Promises mean nothing - you should improve things before you apply, not after.
Jokes - sometimes I can take a joke too far and that leads to cluelessklutz putting me in jail.

Arguments - sometimes I get into heated debates that do not end well. I will work on this.

Again - it shouldn't be will, it should be worked on already. Staff members can't be seen getting angry at other users in /g or otherwise, they need to keep as cool a head as possible.
Your application in general is relatively short and full to the brim with filler words, redundancies, and irrelevant sentences. Your already short application would be much shorter if you removed everything you repeated, all the words or sentences that mean nothing, and everything that didn't need to be included. Multiple things you said contradicted themselves or outright stated why you wouldn't be a good Helper, such as admitting that you're lazy and that you still can't keep yourself out of arguments.
Now, you yourself; I find it difficult to trust someone who wilfully ignores all proof and sources given to them in debates without even posting their own sources and proof. It makes it difficult for me to believe that you'll be a staff member who can solve problems with a cool head and without belittling, arguing, or being biased in any way. You don't appear to have the ability to think critically about things you are told or situations, which also makes me feel that you are unlikely to be able to handle cases in which is becomes "he said", "she said", in an unbiased fashion. I also couldn't find a single example of you being helpful or honestly doing anything other than 'debating' on the forums.
Examples; regardless of whether or not it's in a debate or not, this type of behaviour is unbecoming and generally not personality traits you want in a staff member.

Belittling those who disagree with you and attempt to get you to understand their point of view is not something anyone who is applying for staff should do. You are supposed to be a role model.
TL; DR: Your application is short, you admitted yourself in it why you wouldn't be a good helper, and what I've seen of you makes me confident that you could not be an unbiased, cool-headed staff member that Meep needs.
