This means that the certificate is not valid and/or broken, because Amazon AWS (where these files are downloaded from) uses HTTPS which requires a security certificate in order to communicate with the file server. I would take the following steps to attempt to fix the issue:
- Uninstall Minecraft (if installed via official installer)
- Delete %appdata%\.minecraft
- Reboot
- Reinstall Java (from here)
- Reinstall Minecraft
If that does not work then it's likely that something on your machine is messing with the certificates which could indicate an infection because this should never happen under normal use.

Ok I reinstalled java and Minecraft. I get the same error code in the beginning of the old launcher. minecraft reinstalled the new launcher which failed to install a while ago. it installed it but the page just sits there blank. Also the old launcher wont even set up anymore. I cant even hit play offline and play single player anymore. I'm glad I backed up the saves. I didn't do everything in the exact order you had.
1. I deleted and reinstalled Java
2. I deleted minecraft
3. restarted my PC
4. reinstalled minecraft.
5. restarted PC again after it still didn't work.
Does this order effect anything?
