While I agree with your sentiment, there is a difference between adding new minigames and maintaining them. The idea of developing Towny is fantastic, and sounds fantastic to me, but it's not always very realistic, just because the Towny plugin has not been updated in functionality in some time. It is beyond difficult to alter the plugin without damaging something else, making any modification to it a gamble. This doesn't mean throw in the towel on improving it, but it has to be considered when we look at the usage of development resources. No, minigames should not be the prime focus or development, but that doesn't mean we shouldn't have any whatsoever.

Believe me, I am quite well aware of the limitations of altering the towny plugin, which is exactly why I did not specifically mention doing this, because it's near impossible. However, this doesn't negate the very real possibility of adding in small plugins to further flesh out the towny world. (Quests? / Dungeons?)
Nor did I say minigames should be void on this server, I stated that minigames should play a role to offer a break to people who play towny while actively encouraging new players who prefer the persistent gamemode that towny is, by scaling the minigames to be similar sorts of gameplay. (Skyblock, etc)
But saying minigames shouldn't be the focus doesn't negate the real fact that minigames were a primary focus from the beginning of MeepNetworks to until recently when there wasn't the manpower to actually develop any further minigames. I suspect if you add in all the costs developing the minigames compared to the success they brought, you'd find it was an expensive endeavour that hasn't worked out that well, especially when you add in the advertising costs.
Granted, the most immediate problem is not the minigames, but that any real investment to the server may be inherently not worth the cost purely due to where the server exists itself, being blacklisted. Everything that could be done to gain new players is inherently stunted by this fact, and that's the first problem that should be solved if we're looking past the next months into the next few years. Without solving this glaring issue, I highly suspect that this server will not exist a couple years down the road.
