Summary of Bug: Our town's staff/mayor noticed that our town's upkeep didn't seem to be affected by shop tax and embassy tax:

Example:
Our town bank is 110,370.
*taxes*
Our town bank is 101,570.

difference of 8800 (which is exactly our town upkeep.)

The thing is, we have like, idk, 30-ish embassy plots and several shop plots which should contribute 150 each to our towns upkeep.. but they don't seem to be having taxes taken.

(This could be observational error, but) it really seems like embassy/shop taxes are not being collected and paid into the town bank.

If the embassies are being owned by people who are town staff in their respective town, the tax won't work which is a bug that has already been reported if I'm not mistaken

The problem is that somehow plot taxes aren't being paid so that's why we mayors are suffering from upkeep no matter what :(

Analysis: The Eunomia town upkeep is 8800. Their bank amount before tax - bank amount after tax=8800 which means that no taxes were paid, which is a SERIOUS problem! Now, Eunomia has no res or plot taxes, so the picture can only prove that embassy and shop taxes aren't working.

I know for certain that normal plot taxes work. Embassy taxes have also worked in Legend, but I will certainly test this more to be certain.

Towny has since gone through a major version update. Is this still an issue?

sorry, no clue. i started my own town and have no embassies/shops

Coolio. I'm going to mark this as "completed" (fixed via update) unless there are more reports of this issue.
