I believe repairing (mcmmo) was removed because it was broken. It will come back, so they don't really need to add another way to get it.
(I'm not 100%)

My knowledge was that it was removed to make repairing via anvils the primary route for repairing tools, and that it may return once klutch and admins have figured out a way to balance it

I have tried and tried again to get xp. Heck, my town has a double mob grinder. It still takes a very long time to get the amount of XP desired. Also, for some reason the entire discussion seems to have shifted from salvage to anvils and xp, which is a bit amusing to be honest.

Breeding animals, catching fish, and mining ores are the most effective ways to get XP unless you want to go mob hunting.
If you wanna go mob hunting, baby zombies and baby zombie pigmen are the most xp, then blaze/guardians, followed by most of the aggressive mobs except slimes and endermites and magma cubes.

If you have a double spawner grinder, Fix it. I have one and it is quite fast if built correctly.
