I see this as similar to the overpowered jobs. People could mine obsidian or fish for hundreds of thousands a day. It was unbalanced, it needed to be changed. The same with taxes @ 50 per plot. It was decided that it had to be 100 per plot to be balanced. Things like this should be changed anytime, especially because of the recent restart.
Now, the reason mayors need to give a seven day notice is so they don't do extreme exploitation, such as 10k per plot. If they were given the freedom to change slightly whenever they want, the rules would be longer and more complicated. Whether that is good or bad is another thing.
Also, keep in mind, this rule is for the citizens not against the mayors. If you raise your taxes and everyone is ok with it, you will not get in trouble. If you are unreasonable and get reported, you will get in trouble. If a mayor says that he needed to raise taxes from 50-100 and his citizens understood, what is going to happen? Perm ban? Are the citizens going to complain? Probably not. Of course, towns with 50 people will have a harder time than those with 3.
I personally have done slight tax edits in old towns without notice. No one is mad, no one cares enough about 25-50 meebles a day to notice.
If you are a citizen in town and they raise from 50 a day to 10,000, report that and get your money back. If they raise from 50-100, simply pack up and find another town if you are that desperate for 50 meebles a day.
Just have a quick convo with some of your town's citizens to make sure they are cool with it. If one or two people are really mad, simply pay those the difference and tell them they need to leave town within 7 days. No one gets hurt.

The problem is not with Meebles, far from it. Come on, if you can afford paying 50 per plot, you'll manage doing 100.
How the situation was handled - or rather not handled - is where the problem lies.

As someone who has personally done development, I can tell you that it is an extreme inconvenience for everyone if the admins can't make changes they feel are necessary in a very quick fashion. The server just restarted, and they need freedom to change what they feel needs to be changed when they feel it needs to be changed. Otherwise, more and more things get put on the "to-do" and "wait" list and less things appear on the "done" list.
People who don't want fluctuations like this should wait a while before playing meepcraft.
