If people are willing to /smelt, relog, /smelt, relog, /smelt and so on, They deserve to have no cooldown :)

This isn't really a huge bug, and the time spent to get around the cooldown takes more time than the actual cooldown (Cough, Australian internet, cough, cough). Denied!
