Transgender Pokemon?

I found out today that the Pokémon "Mr. Mime" can be female, but the females are still called "Mr. Mime."
Does this mean that they're transgender Pokémon?
Has Nintendo been implementing LGBT characters all this time and we just haven't noticed?

Since pokemons in the game do not have genitals (fanfic Pokemon genitals are NOT canon) they shouldn't exist and should have no sense of gender
