[SUGGESTION] A question-answer system and a new staff team

So let's give the entire staff team the same rank with the same permissions and let the community answer questions. See how far that gets.

Staff dont miss most questions. The ones staff do miss, someone usually gets. A cit asking a question is answered with at least 1-2 people 95% of the time, the first time they ask. The worst thing that could happen is that the cit has to ask twice or [oh god the horror] read /help
