Hi, for me this is a -1 and there are a few reasons.
For starters:
I don't exactly have any desirable traits, but I want to be helper because there are people that should be banned but typically are looked over. This is not saying I have targets, just that I want to see Meep's community only get stronger.

No player should be banned, they are not looked over, if they are not banned for something there is a reason behind it and by saying this shows that you most likely would not know when you should and should not ban someone despite a reason. Also it does not take banning someone to make a community stronger in fact the way to make a community stronger is to want to help someone learn from their mistake, talk them through what they did wrong in the first place and that it was not acceptable.
but I know most everything that there is to know about Minecraft. Anything from Redstone Mechanics to how the Creeper came to be.

These are not qualaties needed for a helper, yes sure it would be helpful but instead you could go into depth about your experience, dedication, and overall why you should be helper and what you yourself could bring to the team.
My shops were built to do two things.
1: Be a place for people to acquire goods
2: Allow people to build their meebles by selling items (because /warp shops doesn't allow such anymore)
There are still many improvements that can be made to the shop and I feel being a helper would allow me to see more issues that newer players will need help getting over

??? why do we need to know about your shop? This is not at all relevant to a helper application, this is where you want to put; how you could be a good helper, why you should be helper, tell us when you have done something for someone on the server that has helped them out.
Overall I believe your application is unfortunately weak, mainly the why section, this is when you could be showing us why you should be a helper, use this link Application Tips and Support and look at previous accepted applications, use headers, I believe if you work to improve this section then your application would be really well written.
