This is exactly what it sounds like. Whenever a Chestshop transaction is made (e.g. 5%) the buyer pays the same amount and the shop owner receives 95% of what the buyer paid. The town it's located in receives the remaining 5%
When somebody is selling, the shop owner pays the full price and the seller receives 95% of the profits. The remaining 5% go to the town the chest shop is located in.
This would close the gap between shops and towns as towns get a benefit off of how successful their shops are.
