Ok so first things first, if your buying a laptop you don't need to worry about TDP 45w that means that the top amount of watts of power it pulls is 45 watts.
If you could link me the laptop, also what games you plan to play on it. CPU's on laptops also desktops often have a build in turbo which means when needed boosts the hertz (frequency) higher from maybe say 2.7 to 3.4 But until we know your plans with said laptop I can't really tell you if it's good or not.
