Bug: not getting vote credits

Date of Bug: since voting was "updated" with /fix notes
Summary of Bug: every time i vote the message never appears in global chat (i haven't seen anyone else's either) and doing /vote shows no pending credits, even in spawn world.
Evidence of Bug:
Additional information: i have lost 8 vote credits to this... fyi...
