/punch for legends

So I think a cool perk for the legend rank and like premium would be the ability to be punched and punch legends respectively. This ofc can be toggled

For example I run the command /punch LadyCassandra
Lady_Hestia has punched LadyCassandra
(On cass' s screen) Toggle punching off with /punchtoggle

This will stay is spawn world like the current plugin.
