First off, remove some of the spawn eggs from the shop, such as villagers and slimes. Spawn eggs like these are either useless or too overpowered in terms of the economy, and can be replaced with more suitable items.
Additionally, change the citizen shop so that they don't have much of a disadvantage; allow the sales of basic materials such as wood, iron, coal, etc.
