That's the point of global chat /g sends across the server as does /shout, while if you want local chat just type a message and if someone is near you it sends. If you would like to talk in your town chat you can /tc or /tca or /tcb from other worlds. If you apart of a nation you can /nc or /nca or /ncb from other worlds.
