Idea for New Towny Plugin

As @KlutchDecals stated, a new Towny plugin is in progress, as development is going to be more focused on Towny. One thing I find very irritating right now is the disablement of one block's unique properties.[ATTACH=full]25731[/ATTACH]
This little block is very special. It has the unique ability to pull adjacent blocks when moved by a piston. It acts as a kind of "glue." Using this, there are so many amazing things you can build with this.

The reason it is currently disabled is the griefing possibilities. It's basically taking a piston, and using it to push blocks. However, I believe it could be implemented with some unique coding. In addition, it would also help the economy by creating a larger demand for slime blocks.

If all possible to make it so the creations like submarine stop at the end of the plots you own then yes I'm all for it. I just don't know how much coding it would take to make this all possible though.

I know for a fact this is possible, as I have seen it done on a plots-type server. I would, however, like to hear a Tech's opinion on this.

Is there a way to make a code for if you have the slime block pushing a block it can not exceed the plot you own?
Because if that is possible that would be neat-o so there will be no griefing problems.

I am not a programmer, so I cannot honestly say. I know there is a way it is done, but again, it is beyond my knowledge.
