Eating but Can't Fill Hunger

I'm very new to this server. Signed up a couple hours or so ago. I've been trying to eat to fill my hunger bar. Tried to take a bite out of bread, apples, zombie flesh, and raw pork chops but so far nothing works. It shows the animation that I'm eating but it doesn't refill my bar. It doesn't even take away from the inventory either (I tried to eat 1 out of 2 pork chops I had, it still said 2 after the eating animation).

I went to the Wilds and I couldn't eat there either. I also tried to eat in both towns but that didn't help. I'm not sure if it's a glitch or if the server is very slow when it comes to eating.

I think this is either two things, the first you have bad internet possibly, there for your lagging and the server isn't letting you eat. Or you may have a hacked client open, sometimes even if no hacks are toggled you still can't eat. Or if you are exclusive above eating won't do anything.

This is something the server puts in for some weird reason. It's not a glitch, it's just that the highest amount of hunger you can have is 9 1/2.

I heard something like this being 1.9 glitch, try 1.8.9 and see what happens
