This would work as a mayor can give a player a large amount of land (or small) and a player can type /plot fr(for rent) , a player could buy it and build there, the "landlord" would also be able to build there. The "renter" would pay taxes to the landlord (but not normal plottaxes) and the landlord would pay normal plottaxes to the town(or even some sort of rent tax) to the town. Possibly there would be a landlord rank in the town for mayors who don't want random noobs renting off plots. This in short it would add another level below mayors that still has athority.
