A bunch of people advocate for giving people /fly for one hour or ten minutes just to get people to get ult, because let's face it "if they gave everyone /fly for one hour there would be a lot more ults", but because fuzzlr's grandchildren will die before such an event ever happens, why not add logical economics to this?
/fly notes can be bought from /pwarp notes (no, I am not affiliated with /pwarp notes or any subsidiary or parent companies) for 80k IF and only IF someone gets Yahtzee and wins an item that is spawned in with a 1/250 chance of existing each time someone votes and redeems their vote. Everyone/next to everyone that's not ult wants to at least get one if they need it and are more than willing to pay say 100k+ for one, but this implies that they can even find a seller, which is harder to find than someone selling elite-supreme for meebles. So I say why not have the option for every citizen to buy /fly notes with more warning labels (such as don't teleport or you'll lose your fly ability, don't log off etc, half of which you'll only know about if you ask in shout)....for about 80-150k per note. This takes meebles out of the economy, no one has unlimited access to it and it will encourage donations to ult as people are getting their taste of /fly. Nothing really gets added to the economy other than more work done in jobs and if someone is abusing it illegally somehow, one staff member kicks them while they're 90+ blocks above ground level, and oops, I don't know how that tpa killer died, lalala la lala la, HIDE THE BODY NOW! : P
